President Dmitry Medvedev agreed on the establishment of the North Caucasus federal district. The post of Deputy Prime Minister and presidential envoy in the district is appointed Alexander Khloponin, who served as governor of the Krasnoyarsk Territory since 2002.

North Caucasus Federal District stands out from the Southern Federal District. President"s Plenipotentiary in the Southern Federal District Vladimir Ustinov is. The new district will include the Republic of Daghestan Republic of Ingushetia, Kabardino-Balkar Republic, Republic of Karachay-Cherkessia, Republic of North Ossetia-Alania, Chechnya and Stavropol Territory in the center of the Federal District in the town of Pyatigorsk. As President, there will be a unique situation where one person is the Deputy Prime Minister of Russia, and the President"s representative.

"In your hands are the powers of economic order, the powers associated with the duties of vice-chairman of the Government of Russia, on the other hand, the powers associated with the discharge of the duties of the presidential vertical, that is, those powers which are traditionally belong to the representative of the President of the Federal County - Human Resources, working with law enforcement bodies and all those other issues, which are administered by the authorized representative "- the president said.

Due to the limitations imposed by law on the government, the second part of this decree will come into force from the change federal law on the government. Thus, additional authority from the Minister for Khloponin arise only from this moment. The President expressed the hope that the necessary changes will be incorporated in the legislation quickly.
